The Lancaster Citizen Corp Council offers a holistic program that provides a vertically and horizontally integrated communication system for the use of community organizations in both ordinary times and extraordinary times. The centerpiece, the TEAM System©, includes a community web portal that provides an integrated source for registration and communication within community organizations, for on-line emergency preparedness and response training courses and for recording a personal health history record. The portal is supported by on-line assessment tools that will direct volunteers to appropriate information and training and will assist community members in assessing and completing their family emergency planning.

The demonstration in Lancaster, Pennsylvania is designed to be scalable and quickly replicable to other communities in order to provide a fast and simple means to organizing Citizen Corps Council activities throughout the Commonwealth of Pennsylvania and nation. The TEAM System offers Homeland Security and Emergency Response agencies elsewhere the mens to bring information and training to tall citizens quickly and effectively. The Lancaster Citizen Corps Council has been designated as a proof of concept demonstration by both the Pennsylvania Office of Homeland Security and the Federal Department of Homeland Security.
