As an additional aspect of this demonstration, the TEAM System© is being used to organize, communicate and train the law enforcement agencies that respond in Lancaster, Pennsylvania. The probable participants in this aspect of the demonstration include the Lancaster County SERT Team, Lancaster County Detectives, Neighborhood Watch Program, Lancaster City Police Department and its Community Police officers. The records of these law enforcement agencies will be maintained on a separate secure and encrypted database, with access limited to authorized law enforcement personnel.

Through a special initiative funded by the Pennsylvania Digital Divide Grant, the Neighborhood Block Watch Program participants will be trained by Thaddeus Stevens College of Technology staff in the use of the TEAM System and be given computers donated by local industry. The computers will be refurbished by the Lancaster County Career and Technology Center.
